Helen J. Stewart, the rancher whose water rights anchored downtown Las Vegas, deeded 10 acres of her property to the federal government on Dec. 30, 1911, to be held in trust for the Southern Paiute people who lived alongside her ranch — the only land base the tribe held for the next seven decades. That same 10-acre parcel is now home to a cannabis marketplace its tribal owners describe as the largest dispensary and consumption lounge in the world, built on a form of sovereignty that a downtown reservation grants and the state and county zoning around it does not.

The Las Vegas Paiute Colony was established when Stewart’s deed transferred the land to the United States, to be held in trust on behalf of the Paiute, according to the Las Vegas Paiute Tribe’s own official history and a UNLV Special Collections finding aid documenting the tribe’s records. A tribal school opened on the site in the fall of 1912, according to the tribe’s own account.

Federal recognition, then decades of a single small parcel

The federal government granted the tribe recognition under the Indian Reorganization Act in 1934, according to UNLV Special Collections. The tribe ratified its own constitution and bylaws on July 22, 1970, the same source states. Homes, paved streets and city water did not reach the colony until improvements made in the 1960s, according to the tribe’s own history.

Congress adds Snow Mountain

Congress granted the tribe roughly 4,000 additional acres in 1983, creating the Snow Mountain Reservation northwest of the original colony, according to the tribe’s own official history. The tribe today stewards more than 3,850 acres in total across both parcels, the same source states.

A downtown parcel becomes a cannabis marketplace

The tribe opened a 15,800-square-foot dispensary on the original 10-acre colony in October 2017 — at the time, the largest legal cannabis store in the United States, according to the tribe’s own account of its business history. It expanded the facility in July 2023 to a two-story, 40,000-square-foot complex that the tribe describes as the world’s largest dispensary and consumption lounge, offering 24-hour service, a drive-through and more than 1,000 products, the same source states. The tribe also operates the Las Vegas Paiute Golf Resort, a 54-hole championship complex it built between 1995 and 2001, according to its own history.

The same downtown acreage that once marked the limit of what the federal government would set aside for the Southern Paiute now generates revenue under rules a city or county government has no authority to write. What Stewart’s 1911 deed guaranteed as a foothold, tribal sovereignty has since turned into leverage.
