The Same Elected Officials Sit on Nearly Every Board Overseeing Southern Nevada’s Growth

Clark County has a stadium authority, a transportation commission, and a tourism authority — three separate public bodies overseeing three separate multibillion-dollar sectors. Increasingly, the same handful of elected officials sit on all of them.

Clark County Commission Chair Tick Segerblom serves simultaneously on the Regional Transportation Commission of Southern Nevada’s Board of Commissioners and the Clark County Commission, according to each body’s own published leadership rosters.

Clark County Commissioner Justin Jones chairs the RTC’s Board of Commissioners while also serving on the Clark County Commission, the body that directly appoints members to other regional authorities, according to RTC’s own leadership page.

The RTC’s governing structure is built around this kind of overlap by design: its board consists of two members of the Clark County Commission, two members from the Las Vegas City Council, and one member from the city council of every other incorporated city in the county, according to the RTC’s own published governance structure.

Nevada State Treasurer Zach Conine serves as a nonvoting, ex-officio member of the Las Vegas Stadium Authority board, placing a statewide elected official with budget oversight responsibilities directly inside the board structure of a local stadium project, according to the Stadium Authority’s own roster.

Each of these authorities was created by separate state legislation with its own appointment process, yet the same small pool of elected officials consistently fills seats across multiple boards simultaneously — commission chairs who are also transportation commissioners, state treasurers who are also stadium board members.

Supporters of this structure argue it creates continuity and shared accountability across Southern Nevada’s interconnected growth decisions. Critics argue it concentrates decision-making authority over billions of dollars in public infrastructure and subsidies into the hands of a small number of people serving multiple roles at once, with limited independent oversight from any single body.

Southern Nevada didn’t build one all-powerful authority to oversee its growth — it built several, each with its own board, its own legal mandate, and its own claim to independent oversight. In practice, many of the same names show up on the attendance sheet no matter which building the meeting is held in.
