The desert springs that gave Las Vegas its water supply for six decades ran dry by 1962, drained by the same groundwater pumping that was already sinking the valley floor. On Aug. 21, 2026, federal regulators finalized new operating rules that cut into Nevada’s Colorado River supply for years to come — and the same aquifer that collapsed under the city’s first well boom is now the primary hedge against exactly that kind of shortfall, storing more than 360,000 acre-feet of banked river water underground.
Sen. William Clark purchased 1,864 acres of ranchland and the water rights that came with it from Helen J. Stewart in 1902, according to the Springs Preserve’s official history, maintained by the Las Vegas Valley Water District. Clark’s railroad, the San Pedro, Los Angeles and Salt Lake Railroad, created the Las Vegas Land and Water Company in 1905 to operate the valley’s first piped water distribution system, drawing on the artesian springs at the site now preserved as the Springs Preserve, according to the water district’s own history page.
A railroad town, then a city
The railroad auctioned town lots over two days beginning May 15, 1905, according to the Springs Preserve’s history. Las Vegas incorporated as a city in March 1911. The San Pedro, Los Angeles and Salt Lake Railroad sold to the Union Pacific Railroad in 1921, and Union Pacific continued operating the Las Vegas Land and Water Company as the city grew, according to the water district’s own account and an archival finding aid for the Las Vegas Land & Water Company Records held by UNLV Special Collections. The springs that had supplied the system stopped flowing altogether by 1962, according to the Springs Preserve’s history.

A legislature anticipates a shortage
The Nevada Legislature authorized Clark County voters to create a water district in 1947 specifically to draw on the state’s Colorado River allocation, anticipating a groundwater shortage, according to the Las Vegas Valley Water District’s own history page. Voters approved creating the district in a special election on Oct. 19, 1948, selecting a seven-member board of directors, the same history page states. Union Pacific agreed in 1952 to sell the Las Vegas Land and Water Company to the new district for $2.5 million; the sale closed July 1, 1954, when the district began independent operations, according to the water district and to UNLV Special Collections’ finding aid for the company’s records. Las Vegas received its first delivery of Lake Mead water in 1955, through the BMI system in Henderson, according to the water district’s history page.
The valley floor started sinking
Geodetic monitoring of the valley floor began in 1935, and by 1963 the ground beneath downtown Las Vegas had subsided as much as 3.4 feet, according to a Nevada Bureau of Mines and Geology newsletter article by engineering geologist John W. Bell, drawing on the agency’s Bulletin 95, published in 1981. Downtown sank another 2.0 feet between 1963 and 1980, Bell’s account states; North Las Vegas Airport subsided as much as 2.6 feet and the Strip 2.4 feet over that same span. Total subsidence at the valley’s center reached as much as 5.0 feet since 1935, according to the same source. Groundwater pumping peaked in 1968 at about 88,000 acre-feet a year; a fault-monitoring program running from 1978 to 1987 recorded one North Las Vegas fault shifting 1.3 feet vertically over that decade, Bell’s account states.

Banking river water in the same ground
Seven local water and wastewater agencies formed the Southern Nevada Water Authority in 1991 to manage the region’s water supply collectively, according to the authority’s own history page. Beginning in 1987, the Las Vegas Valley Water District and the City of North Las Vegas, as SNWA member agencies, started injecting treated Colorado River water from Lake Mead into the valley’s primary aquifer in years when Nevada’s river allocation exceeded demand, according to the water district’s own account of its groundwater programs. A study published in the journal Science in March 2026, led by Scott Jasechko of the University of California, Santa Barbara, examined the practice as one of dozens of groundwater-recovery cases worldwide and found that the district and its partners have stored more than 360,000 acre-feet of treated water — roughly 117 billion gallons — underground since the program began. The same study found that some parts of the valley saw water levels decline more than 300 feet by 1990, and that wetlands along the Las Vegas Wash shrank from more than 2,000 acres to about 200 acres by the 1990s; it put current groundwater extraction at roughly 71,000 acre-feet a year, nearly three times the aquifer’s natural recharge rate.
The Bureau of Reclamation issued a Record of Decision on Aug. 21, 2026, adopting new operating guidelines for the Colorado River for 2027 and 2028 that reduce the water available to Nevada, following a Final Environmental Impact Statement the agency published July 31, 2026. The aquifer that collapsed under the city’s first uncontrolled decades of pumping is now the infrastructure Las Vegas is counting on to absorb the next round of federal cuts. What sank the springs and what’s now buffering the shortage are, it turns out, the same ground.
